Sorry, I didn't see an Xubuntu developper saw this.
The 2 behaviours can be justified (Not mounted when system boots - mounts
when used OR Automount when plugged) and Thunar can do both :
https://wiki.archlinux.org/index.php/Thunar
I really think "Automount when plugged" is the most convenient way and
like Cavsfan said it was like that before.
I can't test on a hard install but I just tested in a VM and it's still the
"right" behaviour "Automount when plugged".
So it seems that there is no problem after all. I just hope that will be
the same behaviour on a hard install.
Post by jeremyXubuntu user Cavsfan found that external USB drive does not seems to
automount in 15.10.
I can't test for now so if someone can confirm or discard it, it will be
great.

Thank you.
It's been seen (and posted in btw)
Seems normal behaviour to me.
Not mounted when system boots - mounts when used.
