gtk-theme-config apparently no longer works with modern GTK+ 3 themes.
It also depends on gconf which is being removed from Debian.

I got approval from the maintainers, Simon Steinbeiss and Unit 193 in
https://bugs.debian.org/886068 before filing this bug.
